1^stsection. General Rules

Conception about holding “International Forum of Makom Art “

1. This conception defines to hold International forum of makom art (hereinafter referred to as the Forum)
2. The forum will be held in the light of followings:

It is established in order to popularize widely one of the famous genre of classical and musical art of oriental folks, to preserve makom culture  in accordance with modern life, to study  and to appropriate ,to develop, to encourage to demonstrate creative works of makom performer  and to support;

To improve kindness to makom art in young generation’s soul, to perform precious, artistic and esthetic opportunities of musical heritage, strengthening once more  relations of friendship between nations;

To encompass the same type and the same name of musical genre of Uzbek makom and other nations,   to make  scientific  and  creative cooperation and discussion,  to expand moral and spiritual relations internationally;

3. “International Forum of Makom Art” (hereinafter referred to as the Forum) from beginning 2018 year, once every two years, will be held in Shakhrisabz city.

Exact time and period  to hold the Forum will be determined by Organizational Committee of preparing for Forum and holding it (at next places” Organizational Committee “

4. The Forum will be held and organized by the Ministry of Culture of the Republic of Uzbekistan(next places “Forum Organizer “

        2^ndsection. Terms of the Forum

5. The following events will be held at the scope of  Forum:

• A scientific-practical conference, On the topic “Musical art of makom, its importance in the world civilization” (hereinafter referred to as the “A scientific-practical conference”;
• Solo concerts of master of makom art of Uzbekistan and World famous;
• Contest of ensembles of makom, singers of makom and instrumentalists of makom . ( hereinafter referred to as the “Contest”)

Excursion, stage  performances about  biographies  and  artistic  activities of world famous in the modern and creative way.

Performance of Scientific –educational literature and printed scientific-research works in  Uzbek, Persian Arabic, English and Russian languages and exhibition related to history of makom art.

6. Members of juries who will be confirmed by Organizational Committee of getting ready for Forum and holding it (hereinafter referred to as the” Organizational Committee “ and artistic delegation like participants of artistic(creative) group  that included 12 members from every country.(up to 7 persons are members of ensemble and  up to 5 persons are members of artistic (creative)  group)  will be invited and in our country ,their living, catering and transportation expenses(airline, railway and other transportation) and  medical caring will be covered by Forum Organizer.

Participants of Forum will provide with financing in amount of 300 USA dollars on their necessary expenses.

Creators of makom art Who want to participate to Forum by own budget (besides 12 members of creative delegation) , famous musician scientists of the world, artists, creative teams, specialists and honorable guests  may participate by invitation of Forum Organizer.

7. Participants on makom art will submit their artistic materials and performances to the Organizational Committee till the 20 April of holding year.

Forum participants are required the followings:

Report of science of Participants of Scientific-practical conference is not less 4-5 pages and   thesis Is not less 300 words;

Contestants should send their disc, audio, video materials of performing not more 40 minutes electronically to the Organizational Committee.

8. A list of participants of scientific-practical conference will be determined by Organizational Committee, and they will inform till 5^th May of the holding year to Participants.
9. Uzbek, English and Russian language are determined as working languages at this Forum.
10. Expenses related to organize and hold the Forum, on this following estimate which accordance with established procedure by the Ministry of Culture:

70 percent -by the Ministry of Culture for holding cultural events based on allocated funds in the expenses estimate.

30 percent – finance of sponsorship’s charity and other sources which legally not forbidden

3^rdsection. Organizing activity of international jurors

11. International juries which included 7 persons will be formed by Organizational Committee for assessing participants’ performances of contest.
12. During assessing:

Original –natural features of makom samples;

Artistic and esthetic meaning essentiality;

Performers’ skills on performance, dressing and stage culture are main criteria of assessment.

13. Performances of participants at contest will be assess on three nominations “ Professional makom ensemble”, “Professional solo instrument player”, “Professional solo singer”

4^th  Rewarding

14. At the scope of Forum, winners of the Contest will be rewarded with diploma, statuette and the following cash prizes:

“Grand Pri” – 15 000 USA dollars

1^st place –on following nominations:

-Solo performer (instrumentalist or singer)-10 000 USA dollars

-For team of ensemble -10 000 USA dollars

2^nd place– on following nominations:

-Solo performer ( instrumentalist or singer)- 7 000 USA dollars

-For team of ensemble -7 000 USA dollars

3^rd place – on following nominations:

-Solo performer ( instrumentalist or singer)- 5 000 USA dollars

-For team of ensemble -5 000 USA dollars

15. At the scope of Forum, for the reason of supporting and incentives are established on the following nomination “Professional makom singer” “Professional makom instrumentalist” “Professional master of makom” “Professional makom propagandist” Professional young makom artist” “Professional makom bastakor” participants will be awarded with presents and rewards

Similarly, Special presents for participants ,  scientist who research on makomat , bastakors, makom instrumentalist and singers may establish to reward by  Forum Organizers, artistic associations, savings and sponsors , members of Jury,  fans of art lovers.

Certificate of “ Participants of International Forum of Makom art” will be presented to every participant.

 5^thsection. Rights of Forum Organizers

16. Forum Organizers:

To give permit for broadcasting and transmitting into other organizations of performs of Forum participants;

To hold the Forum and to organize distributing audio, video, printed press and other media products prepared during the Forum;

To use as advertisement sent to Organizational Forum by Individual and legal entity which want to participate to Forum;

There is legal right to invite famous producers and managers of the world.

6^thsection. Final rules

17. According to Tax Code of Republic of Uzbekistan, one-time cash prize which to be given to winner of contest will not be taxed which is taxed from individuals, similarly it will not be object to tax on unified social tax and insurance charges.
18. 18. Every participant of the Forum should have their own medical insurance.
19. The Main department of State Financial Control of the Ministry of Finance of the Republic of Uzbekistan controls on budgetary finance for organizing and holding Forum in an expedient way.
