About measures for further development of Uzbek national center of makom art
Presidential Decree of the Republic of Uzbekistan
National makom art is an integral part of the cultural heritage of our nations, plays an important role in our spiritual life with its ancient history, deep philosophical roots, unique artistic style and rich creative traditions.
For centuries, this unique art, which has been inspiring by the great and loyal works of the great poets and scholars, composers, musicians and craftsmen. It has gained a great reputation not only in the country and east, but also in the world. The Shashmakom is one greatest makom of Makom world , recognized as UNESCO’s Intangible Cultural Heritage and is included in its Representative List.
During the past period, certain works have been done to study and develop maqom art in our country. In particular, moreover printed notes(musical term) of “Shashmaqom” and their recording of maqom songs in magnetic tapes was a great scientific and cultural event.
Nowadays, in our country, there is to admit activities of Yunus Rajabiy Makom Ensemble, the Makom groups in Regions, the State Conservatory of Uzbekistan and working on scientific researches referred to specialty.
At the same time, vast opportunities of makom art have not been used sufficiently on conditions of realizing the national self-consciousness, comprehensive development of our culture, bringing up younger generation in the spirit of high humane sense, its aesthetic taste and thoughts.
In this direction, deep scientific and theoretical research, creation of educational and methodical literature, promotion of makom art through radio and television, mass media, the Internet in the country and abroad, financial and spiritual support to the professors, the scientists and specialists on makom study are being neglected.
To figure out abovementioned shortcomings and problems, studying deeply Uzbek makom art, developing unique perform schools and traditions, creating and enriching its “golden fund”, enhancing its international prestige and promoting:
1. To approve the proposal of the Ministry of Culture of the Republic of Uzbekistan, the Academy of Sciences, the National Television and Radio Company of Uzbekistan, the Republican center of Spirituality and Enlightenment, the Uzbek Association of Composers and Bastakors to establish the Uzbek National Center of Makom Art (hereinafter referred to as the Makom Center).
2. The following:
Composition of the Republican Commission for implementation measures for further development of Uzbek national center of makom art. To 1st attachment;
Program of measures on further development of the Uzbek national center of makom, to 2nd attachment;
Structure of the center of the Uzbek national center of makom art according to the 3rd Attachment.
3. The main tasks of the Uzbek National Center of Makom Art are must confirm:
To develop Uzbek national makom art center, study deeply performing schools and its traditions, the heritage of great composers, musicians, singers and instrumentalists;
Implementation of the “golden fund” of classical and samples of Uzbek makom art
Bringing up younger generation in the spirit of high humane sense, its aesthetic taste and thoughts.
Establish international cooperation in research and promotion on makom art;
Creating new scientific researches with profound study of the samples of classical music heritage, Improvement and introduction of existing records, social and historical basics, scientific and theoretical foundations of national art and national and universal values with participation of scientists and foreign specialists of our country;
Financial and spiritual support staffs of Makom Center, makom artists who have been investigating methods, to enrich with new methods, to teach younger generation, the scientific and pedagogical scholars and specialists.
To organize exchange of experiences, master classes and various international conferences and competitions among foreign performers on makom art in our country;
To organize of concerts and master classes by famous artists in the regions of the Republic;
To promote of makom art in Uzbekistan and abroad through radio and television, the media and the Internet.
4.To the Ministry of Culture, Ministry of Higher and Secondary Education, Ministry of Finance:
To establish the Department of History and Theory of the Uzbek makom art on the basis of the Department of Musical Oriental Studies in the State Conservatory of Uzbekistan, to establish teaching of makom art as a special subject in the field of musical specialist of pedagogical higher education institutions in the regions;
To invite and enlist qualified specialists, professors and teachers to these educational institutions, provide them with necessary facilities, textbooks, manuals and scientific-methodical literatures;
To strengthen the activities of departments on studying makom art which in existing children’s music and art schools, as well as departments of art and culture colleges and academic lyceums in Uzbekistan;
To encourage traditions of creative, scientific-methodological of makom art, and on purpose of continuing professional makom artists will be took part to educational institutions.
5. It is determined to hold an International Forum of Makom Art Once in two years in Shakhrisabz from 2018 year.
To the Republican Commission:
To submit proposals for the construction of the necessary cultural infrastructure for the holding of the Forum in the Oksaroy Square of Shakhrisabz in a month with the Ministry of Culture, the Ministry of Foreign Affairs, the National Commission of the Republic of Uzbekistan for UNESCO, the State Architecture and Construction Committee, the Khokimiyat of Kashkadarya Region;
To implement the conception and scientific-creative conference of an International Forum of makom art;
To establish a laboratory of national-musical instruments and museum in the historical part of Oksaray square which dedicated to makom art;
to repair capitally Culture palace of Shakhrisabz city, modernization of activities of existing Makom Center in Oksaray Square and children’s music and art school;
To invite famous musicians, artists, creative teams and experts from foreign countries to hold at a high level the International Conference of Makom Art;
To establish nominations like “The professional singer of makom”, “The professional instrumentalist of makom “, “The professional master of makom”, “The professional propagandist of makom”, ” The professional youngest artist of makom” in order to support and encourage artists who are actively promoting their works in the field of makom from 2018;
To carry out the tasks in order to providing execution specified program of further development of the Uzbek national art of makom;
6. To replace temporarily Uzbek national makom art center into the building of the Tashkent House of radio broadcasting of National television and Radio company of Uzbekistan without a renting payment. (Tashkent city, Yashnabad district, Makhtumkuli Street,49).
The Ministry of Culture, State Architecture and Construction Committee, Ministry of Finance, Ministry of Economy, and Khakimiyat of Tashkent City will submit a proposal to build a new project with modern requirements for the Makom Center within a month.
The National Television and Radio Company of Uzbekistan will provide regularly in the “Tashkent House of Radio Broadcasting” on the basis of its annual allocated budget for its system, to record, broadcast and promote the musical works performed by the Makom ensemble for free use of the sound recording studios and technical facilities for the Makom Center.
7. Creative collectives and ensembles on makom art are free from all taxes up to 2023 year.
8. Ministry of Finance of the Republic of Uzbekistan:
Allocate budget for the purchase of one passenger car and one bus to the Makom Center.
Allocate budget for current repair to the given rooms for Makom center in the building of “ Tashkent House of radio-broadcasting.
Tashkent at the Tashkent House of Television.
To print scientific research, teaching aids, translations, scientific and methodological literature which related to the study of makam art will be funded in the public sector budget in the parameters of the State Budget.
9. The Ministry of Culture, Ministry of Higher and Secondary Special Education, Ministry of Finance, Ministry of Economy, Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats establish new ensembles in regions within three months.
10. The Ministry of Foreign Affairs of the Republic of Uzbekistan will help The Ministry of Culture of the Republic of Uzbekistan with all forms of cooperation with foreign countries on the development and promotion of makam art.
11. The National Television and Radio Company of Uzbekistan, the National News Agency of Uzbekistan, the “Jahon” information agency will establish and implement special programs continuously on purpose of doing routine on developing makom art.
12. The Ministry of Culture of the Republic of Uzbekistan together with the Ministry of Justice of the Republic of Uzbekistan, within a month ,will submit proposals to the Cabinet of Ministers of the Republic of Uzbekistan about adding some changes and additions to the legal documentation by taking results from Decree.
13. Control of execution of this Decree to assign to the Prime Minister of the Republic of Uzbekistan A.Aripov and the State consultant of the President of the Republic of Uzbekistan Kh.Sultanov.
